Human Rights, For Which Humans?

<p >In their latest Bill, the Canadian government proposes to make changes to their Human Rights Act.  And prevent someone from speaking whom they fear is going to use hate speech.  The biggest problem is: who gets to decide what is hate speech and what someobody will do in the future??!</p>
