<p>President Biden yesterday announced a sweeping plan to cancel up to $20,000 in student debt for Pell grant recipients, and up to $10,000 for qualifying individual borrowers. But for future students, college costs look as bad as ever. The average price of tuition for a four-year public college is more than $9,000 per year. Out-of-state residents can expect to pay more than $23,000 - and it can be double that for private institutions.</p>
